Project concept

Initial situation

Trade unions play an important role in the development of workplace training structures. The European Social Fund (ESF) supports such initiatives. However, there is a lack of capacity to develop suitable projects and to apply for them in the correct form. Therefore, the Romanian partners sought the advice of their colleagues in Portugal and Germany, where efficient training structures have been established, among others with the help of ESF funds.

Target groups and their benefits

The Catalizatori project is aimed at trade unions in Romania at company and national level as well as regional development actors who support the development of company training structures.

Project goal

The Catalizatori project aims to transfer the IG BCE's model of a "network of further training advice" to the Romanian energy and mining sector and to transfer similar experiences from the trade unions in Portugal. To this end, 20 multipliers in Romania are being trained in methods of further training needs analysis, counselling on training and further training and the representation of workers' interests in further training issues. These in turn will train more than 200 company "catalysts" for in-company training.

Role of ISOB

ISOB is conducting a study on lifelong learning in Romanian companies in the energy and mining sector, including more than 30 interviews with regional and company actors. In addition, ISOB coordinates the internal quality assurance and self-evaluation of the activities, supports the development of the guidance manual and the demand-oriented launch of the project.

  • Conducting a study on lifelong learning in the companies of the energy and mining sector in Romania
  • Transfer of the German and Portuguese experiences to Romania through organised study visits of the multipliers in Germany and Portugal. 
  • Development of a comprehensive guide on the topics of the project in Romanian and qualification of multipliers and catalysts.
  • Creation of a coordinating and advisory infrastructure on site for the structural anchoring of the established in-company training structures
