Project concept

Initial situation

Demographic changes and ongoing internationalisation require lifelong learning. In this regard, regional development partnerships in particular have proven their worth in improving the employment situation of regions and sectors and enhancing the competitiveness of companies.

Target groups and their benefits

The project "FAIR plus" is a project network of the Office of Economic Affairs of the City of Nuremberg and regional labour market actors. Within the framework of six sub-projects, the regional network contributes to the promotion of lifelong learning and integration-promoting work design through counselling and qualification offers: age-appropriate qualification, sustainable work and personnel concepts and work-appropriate working time design, reintegration of long-term unemployed and post-qualification, company early warning systems as crisis prevention, promotion of business start-ups for migrants.

Project goal

The "FAIR plus" project is one of 130 development partnerships at regional level that develops innovative labour market policies close to the workplace and puts them into practice. The EU Community Initiative EQUAL has created an instrument to test new ways, concepts and methods against discrimination and inequalities of all kinds in the labour market. The development partnership aims to promote lifelong learning, improve the quality of work and competitiveness in the region, promote diversity management in companies and improve the employability and employability of the unemployed. Within the framework of the "FAIR plus" project, successful action strategies are transferred into funding practice and anchored in legislation. The focus was on creating synergies, pooling knowledge and experience to use and strengthen joint action competences and know-how.

Role of ISOB

ISOB took over the scientific monitoring of the development partnership in the form of a subcontract.

  • Preparation of a final report for the scientific monitoring of the following sub-projects: 
    • Sub-project "before II": Strengthening the future and employability of SMEs and the craft sector
    • Sub-project "Potentials and Resources (PuR)": Promoting lifelong learning and promoting work design that promotes integration
    • Sub-project "Foreign Companies Nuremberg Region - Integration and Employment (ARN-IB)": Development of approaches for active business promotion for the target groups (foreign entrepreneurs and employees with a Turkish or Russian migration background).
    • Sub-project "Ageing-appropriate qualification (AQUA)" and "Skilled worker in midlife (FIL)": Development and testing of self-directed in-company learning arrangements for experienced employees
    • Sub-project "Ageing-appropriate working time arrangements" and "Ageing-appropriate working time arrangements in the state of Bremen": Development and testing of company working time models that enable all employees to remain in the company until they retire.
    • Sub-project "Am Puls": Development and testing of company strategies for age management with exemplary design fields
  • Early anchoring of project approaches in the labour market environment
