Initial situation
Competence development is a task for the entire working life. Lifelong learning is therefore required. The concept of competence is currently being discussed as a way of describing the necessary quality of learning, because a qualification as a prerequisite for entering a profession is increasingly insufficient. "In contrast to qualification, which describes the acquisition of content fixed in a curriculum, competence emphasises the motivation and ability to independently expand knowledge and skills, which essentially takes place through self-organised learning processes.
Target groups and their benefits
The research and development programme "Learning Culture Competence Development" comprises extensive research tasks for the fields of "Basic Research", "Learning in the Process of Work", "Learning in the Social Environment", "Learning in Further Education Institutions" as well as "Learning on the Net and with Multimedia".
Project goal
The European Union has set itself the goal of becoming the most dynamic knowledge-based economy in the world by 2010. Consequently, the topic of "lifelong learning" in connection with self-organisation is moving into the focus of science and politics. The research and development programme "Learning Culture Competence Development" aims to deal intensively with lifelong, self-organised learning.
Role of ISOB
ISOB undertook an external evaluation in the form of an international monitoring in the research area "Learning in the Social Environment".
