Project concept

Initial situation

The Indonesian higher education sector is facing a significant transition as it moves from an expansion phase, where access to a larger part of the population was improved, to a phase where the focus is on improving the quality of that education. Improving the quality of higher education is crucial, as studies show that it is far below international standards. There are more than 4,000 institutions with wide disparities in quality and infrastructure. The disparity is partly due to Indonesia's geographical location, but is also due to the deep-rooted structures, such as the funding system.

Target groups and their benefits

The iHiLead project is located at national, regional, local and institutional levels. The Ministry of Research, Technology and Higher Education in Indonesia, universities in Indonesia, leaders in higher education institutions. At the same time, quality management including university partner managers are addressed.

Project goal

The iHiLead project aims to develop a program for the transfer and implementation of a formal framework for leadership and management development, as well as an associated network for leadership development. This program will be tailored to the specific needs of higher education institutions and their leadership and management personnel in Indonesia. There is a clear and locally identified need to implement a high-quality program, such as those successfully used by EU partner institutions, to develop leadership and management skills in Indonesian higher education institutions if the structural change in this sector is to be fully exploited.

Role of ISOB

ISOB supports as external scientific accompanying research to support internal quality assurance, promotes self-evaluation of the project team and evaluates the quality of project implementation.

Products and planned publications

  • Identify best practices in partner universities in the EU in relation to the design and implementation of leadership development frameworks, networks and programmes that can be used to enhance leadership and management capacity in Indonesian universities
  • Establish a higher education governance and management network and a related programme focusing on governance, strategic planning and management suitable for implementation in Indonesian universities
  • Training of Indonesian university staff in the implementation of the leadership and management development framework, network and associated programme
  • Create an infrastructure to support and sustain the new leadership and management development network and programme
  • Piloting and subsequent implementation of the new Leadership and Management Development Network and associated development programme at Indonesian universities
  • Dissemination of the framework, the new network and the programme, as well as the results after their implementation for higher education in Indonesian universities, in the EU and internationally.
